Well, it's not as good as 'The Sun Is Often Out' - the debut album, but it has its moments. It represents a certain era that I have very fond memories of. Supposedly a reference to Miles Davis/Gil Evans and their jazz collaborations - Sketches of Spain, Porgy & Bess, etc. There are horn arrangements and other orchestral elements on the album, so I suppose it makes sense.
